Miguel Sangalang serves as the Deputy Mayor for Budget & Innovation for Mayor Eric Garcetti. In this role, he is a senior advisor to the Mayor on the management operations of the city, and helps transform Los Angeles by bridging core functions of government with new ideas and innovative practices. His portfolio is shaped by two major responsibilities: the effective and efficient use of city resources on behalf of its residents; and, leading the adoption of new tools, values, and practices to ensure the city meets the needs of its residents well into the future.
Miguel directly oversees the annual city budget, performance management, personnel, risk management, procurement reform, technology infrastructure, as well as sustainability, equity in service, gender equity, data, emerging technologies and the local implementation of Census 2020. Six city departments with over 3,000 personnel directly report to his office. Selected as the Local Government Fellow by Results For America, Miguel continues to instill evidence-based decision making at all levels of government to solve today’s most pressing issues.
Miguel has been instrumental in shepherding key mayoral initiatives, including CleanStat, which changed the approach to illegal dumping cleaning from a reactive, request-driven process, to a proactive, data-driven model, and MyVoiceLA, the city’s first centralized reporting tool for harassment and discrimination. He led the creation of the city’s open data portal early on in the administration and helped lead the City to certification as Platinum for ISO37120 (Indicators for a sustainable city and quality of life), Gold certification for What Works Cities, and three recognitions as the #1 digital city by Govtech. Miguel was also integral to the creation of CENTCOM, the Mayor’s management forum broad city issues (e.g.: homelessness), and the Unified Homelessness Response Center.
Miguel is a ten year veteran of LA city government, having previously served as Executive Officer for Budget & Innovation and as former Mayor Antonio Villaraigosa’s Director of Performance Management. Born in the Philippines and raised Southern California, he graduated UCLA with a degree in Japanese and public policy and was active on the Men’s Sabre Team. Miguel currently resides in downtown and happily walks a 15-minute commute in this amazing neighborhood of the great city of Los Angeles.
